California cannabis pay has a lot of folklore attached to it. This guide sticks to numbers you can check: the state wage rules, what the big salary sites show for California cannabis roles as of September 2026, federal wage data for comparable jobs, and pay that California cannabis employers have posted on live openings. Every figure below names its source, its date and, where the source shows one, its sample size.
The legal floor: minimum wage and the exempt salary line
Start with the rules every licensed operator has to follow. The California Department of Industrial Relations (DIR) states that effective January 1, 2026, the minimum wage is $16.90 per hour for all employers not covered by a higher industry or local minimum. Some cities and counties set higher floors, so a budtender in one town can have a higher legal minimum than a trimmer two counties over.
The second number that matters is the salary line for exempt employees. DIR's overtime exemption guidance sets the salary test at no less than two times the state minimum wage for full-time employment. At $16.90 an hour over a 2,080-hour year, that works out to $70,304. A salaried manager paid below that line doesn't meet the state's salary test for exempt status, no matter what the job title says.
Keep that $70,304 figure in mind. Several of the manager averages below sit under it.
The market behind the paycheck
Pay follows the health of the business, and the business has been under pressure. Vangst and Whitney Economics' 2025 U.S. Cannabis Jobs Report counted 425,002 legal cannabis jobs nationally, down 3.4%, even as 2024 retail sales rose 4.5% to $30.1 billion. The same report put California at 74,623 jobs in 2024, a drop of 3,995 jobs, or about 5%.
Vangst's 2026 Cannabis Jobs Report, again with Whitney Economics, counts 412,500 jobs across 40 state markets and $29.1 billion in national retail revenue. Whitney Economics chief economist Beau Whitney summed up the year in one line: "Price compression reshaped the market."
California's own numbers show why. The California Cannabis Market Outlook, prepared by ERA Economics for the Department of Cannabis Control and dated January 2025, found that inflation-adjusted wholesale prices were down 57% on average from their Q4 2020 peak. Retail sales volume rose for nearly all product categories while dollar sales fell, driven by lower prices. Licensed production reached about 1.43 million pounds in 2024, up from 1.28 million in 2023.
More product, lower prices and fewer jobs is the backdrop for every number that follows.

Retail: budtenders and dispensary managers
Budtenders have the deepest data set of any cannabis role. Indeed's California budtender page puts average pay at $18.87 per hour, based on 457 salaries and updated September 19, 2026. Its reported range runs from $16.90, the state minimum, to $22.16 an hour.
Location moves the number. Indeed lists San Francisco at $20.92 an hour, Santa Rosa at $20.01 and Los Angeles at $19.02 for the same role. The Bay Area premium shows up even in a job where most of the market sits within a few dollars of the floor.
Glassdoor tells a different story because it measures something different. Its California budtender page shows average total pay of $55,546 a year, split into an estimated $37,000–$48,000 in base pay and $10,000–$18,000 in additional pay. Glassdoor doesn't say what that additional pay consists of, so read the total alongside the base range.

Dispensary manager pay
Manager data is thinner and the sources disagree more. Indeed's California dispensary manager average is $63,397 a year, but that rests on only 8 salaries, updated September 4, 2026. ZipRecruiter's California estimate is $58,764 a year, or $28.25 an hour, as of August 25, 2026.
Glassdoor's California dispensary manager page shows average total pay of $88,684, with base pay estimated at $52,000–$84,000 and additional pay at $17,000–$31,000.
Here's why the exempt line matters. Both the Indeed and ZipRecruiter averages sit below $70,304. A dispensary manager paid a salary at those levels doesn't pass the state's salary test for exempt status, which is worth knowing before you sign an offer that calls the role salaried and overtime-free.
For a federal benchmark, the Bureau of Labor Statistics' May 2025 national wage data puts retail salespersons at a mean of $17.94 an hour (median $17.03) and first-line supervisors of retail sales workers at a mean of $25.66 an hour, or $53,380 a year. Those are national figures across all retail, not California cannabis.
Cultivation and extraction
Grow-side pay sits a step above retail in the data, but samples are smaller. Indeed's California cultivation technician average is $20.19 per hour, from 106 salaries updated September 16, 2026. That title isn't limited to cannabis, so some nursery and agriculture postings are likely in the mix.
ZipRecruiter's cannabis-specific cultivation technician estimate for California lands close by: $41,066 a year, or $19.74 an hour, with most salaries between $36,000 at the 25th percentile and $44,400 at the 75th.
Moving up the ladder, Indeed's California grower average is $24.99 per hour, from 50 salaries updated September 19, 2026, with a reported range of $18.62–$33.54. Indeed's California extraction technician average is $22.14 per hour, but on just 31 salaries, updated September 10, 2026.
The wholesale collapse is the context here. With inflation-adjusted wholesale prices down 57% from the 2020 peak, according to the state's market outlook, cultivation margins are where pay pressure lands first. Outdoor prices fell the hardest in that report, down 74%, against 46% for indoor.
Distribution and warehouse
Distribution is where California cannabis employers post the clearest pay. Kiva Sales & Service, the distribution arm tied to Kiva Confections, lists $20 an hour on each of its current warehouse openings, which is $3.10 above the state minimum. That includes an order fulfillment specialist role in Van Nuys and an order fulfillment specialist role in Alameda.
The same $20 rate appears on Kiva's product movement specialist opening in Alameda, which asks for two years of inventory experience, and its product intake specialist opening in Van Nuys, an early-morning receiving shift. Nabis, which runs cannabis distribution and fulfillment in California, also has a warehouse associate opening in Los Angeles covering picking, packing and order checks. That posting doesn't list pay.
Sales, marketing and field roles
Field marketing is one of the most visible entry points into the brand side, and currently one of the least transparent on pay. Connected Cannabis Co. is hiring a part-time brand ambassador in Corona and a field marketing lead in Los Angeles, and Clout King has a brand ambassador opening in San Diego. None of the three lists compensation.
For a federal reference point, BLS's May 2025 national data puts wholesale and manufacturing sales representatives (outside technical and scientific products) at a mean of $39.68 an hour, or $82,530 a year. That's an all-industry number, useful for framing a wholesale rep offer rather than predicting one.
Leadership, compliance and people roles
At the top of the org chart, posted ranges are real and public. Nabis lists its General Manager, Western Region role in Los Angeles at $175,000–$190,000, plus a target bonus tied to margin performance and long-term incentive eligibility. The role owns the California P&L.
Kiva Confections lists its Director, People Operations and Culture role in Alameda at $167,000–$185,000 a year. For context, BLS's national May 2025 mean for human resources managers across all industries is $164,230, and for general and operations managers it's $134,940.
Compliance is a core function in a licensed market, but there's no large cannabis-only data set for it. Indeed's California compliance manager average is $116,917 a year across all industries, from 478 salaries updated August 2, 2026. BLS puts compliance officers nationally at a mean of $88,400.
Why the sources disagree
Each source measures something different. Indeed averages salaries published in its own job postings over 36 months. Glassdoor reports total pay, so bonuses and other extras push its numbers up. ZipRecruiter publishes its own estimates. BLS covers standard occupations such as retail salespersons, with no cannabis-specific category.
Estimates can miss badly. ZipRecruiter's California budtender estimate showed $14.47 an hour as of August 25, 2026, which is below the state's $16.90 minimum wage. No licensed California employer can legally pay that, so we haven't used it here.
The practical takeaway: trust posted ranges from employers first, large Indeed samples second, and treat thin samples and total-pay figures as directional. Check any salaried offer against the $70,304 exempt line, and check your city's minimum wage as well as the state's.
