Blue River is a solventless technology and brand company that develops rosin formats and licenses them to operators, market by market. Tony Verzura founded it in California in 2015 as a cannabis-derived terpene company. Cannara Biotech's July 2026 deal announcement describes it as Blue River of Florida, based in Hollywood, Florida, with five US patents for extraction and formulation.
The model is licensing, not manufacturing. Blue River says it does not sell, manufacture, distribute or directly retail any of its cannabis branded products. Partners have carried it into Massachusetts, Florida and California, and in July 2026 Canada joined the map through Cannara Biotech.
From terps to a technology license
Blue River calls itself the world's first cannabis-derived terpene company and says it helped popularize the word "terps." Verzura, a master extractor and inventor, ran the early craft brand hands-on and built a following. Jessica Pelletier, a cannabis business consultant focused on M&A, compliance and licensing, joined him shortly after the founding.
In 2018 Blue River shifted from a manufacturing company to a technology company, Ganjapreneur reported in March 2023. The license covered live rosin, vape cartridges and formulations. Blue River called itself the first West Coast brand to launch in Florida and on the East Coast, and Ganjapreneur named Trulieve as an IP partner.
Blue River describes itself as a technology and formulation provider to brand partners. Its stated ethos centers on repairing the disproportionate impacts of the War on Drugs.
Mechanical separation, no solvents
Everything runs on what the company calls Advanced Mechanical Separation Technology. Blue River says cannabis products should be made without chemicals, solvents, gases, additives, artificial fragrances, GMOs or fillers. Its extracts start from live or freshly cured whole-plant flower, handcrafted in small batches.
The house term is "deconstructed" extraction. Mechanical separation removes waxes from rosin, and the refined material feeds Blue River's branded formats. By its March 2023 count the company had collected more than 60 cannabis awards for its solventless technology and branded products.
Pioca, Flan and Ampersand
Pioca is the headliner. A proprietary cryogenic process encapsulates rosin-derived terpenes inside crystallized THCa, forming pearls that look like tapioca. CommCan launched it in 2025 as a limited-edition artist series, and CommCan menus list 1-gram Live Pioca in cuts such as GMO and OGKB 2.1.
Flan is a wet badder made through mechanical dewaxing without heat. Ampersand goes another direction: a water-soluble rosin powder that becomes oral concentrates, sachets, tablets, capsules and beverages. On the vape side, the Signature Rosin all-in-one runs on the Axil Mini Air device.
CommCan and the Boston-area stores
Massachusetts shows the partner model most clearly. CommCan launched Pioca and Signature Rosin all-in-one vapes in June 2025, with the vapes on shelves June 13 at its Mansfield, Millis and Rehoboth stores. Ampersand followed at all three CommCan locations on February 6, 2026, at $25 per gram.
The founders also built retail of their own. In March 2023, Verzura, Pelletier, Michael Latulippe and Shanel Lindsay opened farm-to-table Blue River Terps dispensaries in Cambridge and Somerville. Cannabis Business Times reported both as majority women-owned and women-led, with Pelletier as CEO. At the time, Blue River products sat on shelves at more than 150 locations nationwide.
The Massachusetts Cannabis Control Commission had certified every founder as an Economic Empowerment Priority Applicant. The Cambridge project took five years of licensing and site work before opening. Opening menus covered solventless extracts, vapes, oral capsules, edibles and beverages alongside locally co-branded selections. Leafly lists the Somerville store at 690 Broadway as open in September 2026 under license MR281454.
Canada through Cannara Biotech
Canada came next. Cannara Biotech took exclusive Canadian rights to manufacture and commercialize Ampersand's infused live rosin ingestibles, StratCann reported on July 2, 2026. Cannara expects the first product to be a 5-gram jar at 100 mg/g THC, classified as an ingestible cannabis extract.
Cannara runs facilities in Farnham and Salaberry-de-Valleyfield, Quebec, and the first Ampersand products go out through provincial distributors after listing. Verzura, Blue River's founder and CEO, pointed to Cannara's commitment to solventless cannabis as the reason the partnership fit.
A California silver with BEAR Labs
The California roots still show on the podium. At the 2026 California Cannabis Awards, held at the California State Fair, a BEAR Labs x Blue River Terps x Canyon Creek Family Farms x Tychee Farms entry took silver in solventless live rosin. The winning jar was Banana Split x Orange Ztrawburst Pioca.
That entry is the licensing model in one line: two farms, a Los Angeles processor and Blue River's format on the label. In 2026 Blue River products shipped through CommCan in Massachusetts, reached a California podium with BEAR Labs and signed into Canada with Cannara.
